        Introduced  by  Sen.  BROOKS -- read twice and ordered printed, and when
          printed to be committed to the Committee on Civil Service and Pensions
 
        AN ACT defining the term "first responder in communications"
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  First responder in communications. 1. "First responder in
     2  communications" means any individual who is a public safety  dispatcher,
     3  emergency  responder,  emergency  operator, emergency complaint operator
     4  and emergency services dispatcher who  meets  the  minimum  requirements
     5  established  by  a local government, department or agency including, but
     6  not limited to, police and sheriff's departments as well as fire, rescue
     7  and emergency services departments. Such individual is  responsible  for
     8  the  administration or supervision of life saving communication services
     9  for emergency situations.
    10    2. To the extent practicable, employers of a first responder in commu-
    11  nications shall provide training to maintain and enhance the  knowledge,
    12  skills and proficiency of such first responder in communications.
    13    § 2. This act shall take effect immediately.
