        AN ACT to amend the public health law, in relation to providing informa-
          tion on concussions to parents and guardians of children participating
          in soccer programs, lacrosse programs, ice hockey programs, and  field
          hockey programs
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known and may be cited as the "concussion
     2  safety act".
     3    § 2. Section 2595 of the public health law, as added by chapter 243 of
     4  the laws of 2019, is amended to read as follows:
     5    § 2595. Football programs, soccer  programs,  lacrosse  programs,  ice
     6  hockey  programs, and field hockey programs; information on concussions.
     7  1. All tackle football programs, soccer programs, lacrosse programs, ice
     8  hockey programs, and field hockey programs in the state shall provide an
     9  informational packet about concussions and sub-concussive blows, and the
    10  injuries that might occur as a result of receiving such  blows,  to  the
    11  parents  or guardians of all children participating in such tackle foot-
    12  ball program, soccer program, lacrosse program, ice hockey  program,  or
    13  field  hockey program. The informational packet shall be provided by the
    14  department and shall be available to be downloaded free of  charge  from
    15  the department's website.
    16    2. For the purposes of this section[, "tackle]:
    17    (a)  "Tackle  football  program"  shall  include any practice, game or
    18  other activity which involves engaging in tackle football and  which  is
    19  organized by a school, adult, or public or private league or other enti-
    20  ty  whose  purpose  is to allow children to participate in contact foot-
    21  ball.
    22    (b) "Soccer program" shall include any practice, game or other  activ-
    23  ity  which  involves  engaging  in  soccer  and  which is organized by a

     1  school, adult, or public or private league or other entity whose purpose
     2  is to allow children to participate in soccer.
     3    (c)  "Lacrosse  program"  shall  include  any  practice, game or other
     4  activity which involves engaging in lacrosse and which is organized by a
     5  school, adult, or public or private league or other entity whose purpose
     6  is to allow  children to participate in lacrosse.
     7    (d) "Ice hockey program" shall include any  practice,  game  or  other
     8  activity which involves engaging in ice hockey and which is organized by
     9  a  school,  adult,  or  public  or  private league or other entity whose
    10  purpose is to allow children to participate in ice hockey.
    11    (e) "Field hockey program" shall include any practice, game  or  other
    12  activity  which involves engaging in field hockey and which is organized
    13  by a school, adult, or public or private league or  other  entity  whose
    14  purpose is to allow children to participate in field hockey.
    15    § 3. This act shall take effect immediately.
