AN ACT to amend the legislative law, in relation to reducing the salary
of members of the state legislature and providing that the regular
legislative session shall end by March 31 annually
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 5 of the legislative law, as
2 amended by chapter 635 of the laws of 1998, the opening paragraph as
3 amended by chapter 841 of the laws of 2022, is amended to read as
4 follows:
5 1. Effective January first, two thousand [twenty-three] twenty-six,
6 each member of the legislature shall receive a salary of [one hundred
7 forty-two] forty-eight thousand dollars per annum. Such salary of a
8 member of the legislature shall be payable in twenty-six bi-weekly
9 installments provided, however, that if legislative passage of the budg-
10 et as defined in subdivision three of this section has not occurred
11 prior to the first day of any fiscal year, the net amount of any such
12 bi-weekly salary installment payments to be paid on or after such day
13 shall be withheld and not paid until such legislative passage of the
14 budget has occurred whereupon bi-weekly salary installment payments
15 shall resume and an amount equal to the accrued, withheld and unpaid
16 installments shall be promptly paid to each member.
17 For purposes of this section, net amount shall mean gross salary minus
18 any or all of the following deductions: federal taxes, state taxes,
19 social security taxes, city taxes, payments on retirement loans, retire-
20 ment contributions, contributions to health insurance or other group
21 insurance programs, child support and court ordered payments.
22 § 2. The legislative law is amended by adding a new article 1-B to
23 read as follows:

3 Section 1-aa. Establishment of the legislative session calendar.
4 § 1-aa. Establishment of the legislative session calendar. The calen-
5 dar of the legislative session shall be established annually as agreed
6 upon by the president of the senate and the speaker of the assembly,
7 except that no ordinary legislative session shall be scheduled after
8 March thirty-first of each calendar year.
9 § 3. This act shall take effect immediately.
