        Introduced  by  Sen.  COMRIE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Judiciary
 
        AN ACT to amend the general construction law, in relation to eliminating
          daylight saving time; to amend the public service law, in relation  to
          daylight  saving  time; and to repeal section 2-106 of the administra-
          tive code of the city of New York relating thereto
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section 52 of the general construction law, as amended by
     2  chapter 377 of the laws of 1955, is amended to read as follows:
     3    § 52. Time, standard. 1. The standard time throughout  this  state  is
     4  that  of  the  seventy-fifth meridian of longitude west from Greenwich[,
     5  except as hereinafter provided, and all courts and public officers,  and
     6  legal  and official proceedings, shall be regulated thereby]. The state,
     7  acting under the exemption provisions of the Uniform Time  Act  of  1966
     8  (15  U.S.C.  Section 260a(a)), is exempt from the provisions of that law
     9  that establishes daylight saving time.
    10    2. [At two o'clock ante meridian on the last Sunday in April  of  each
    11  year  the standard time throughout this state shall be advanced one hour
    12  from that of the seventy-fifth meridian of longitude  west  from  Green-
    13  wich,  and  the  time  so  advanced  shall  continue to be standard time
    14  throughout this state until the last Sunday in October of the same year,
    15  when such standard time, as so advanced, shall be retarded  to  that  of
    16  the  seventy-fifth  meridian west from Greenwich; and during such period
    17  in each year all courts and public  officers,  and  legal  and  official
    18  proceedings,  shall be regulated in accordance therewith.] No department
    19  or agency of the state or of any county, city or other political  subdi-
    20  vision  shall  employ  any other time or adopt any statute, ordinance or
    21  order providing for the use of any other standard of time.
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    § 2. Subparagraph 1 of paragraph (b) of subdivision 27 of  section  66
     2  of  the  public  service  law,  as amended by chapter 477 of the laws of
     3  1991, is amended to read as follows:
     4    (1) the  hours  for  which such rates are available [for both standard
     5  and daylight savings time];
     6    § 3. Section 2-106 of the administrative code of the city of New  York
     7  is REPEALED.
     8    § 4. This act shall take effect January 1, 2026.
