AN ACT to amend the social services law, in relation to the composition
of the interagency task force on human trafficking
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivisions (a) and (c) of section 483-ee of the social
2 services law, subdivision (a) as amended by chapter 496 of the laws of
3 2023 and subdivision (c) as amended by chapter 413 of the laws of 2016,
4 are amended to read as follows:
5 (a) There is established an interagency task force on trafficking in
6 persons, which shall consist of the following members or their desig-
7 nees: (1) the commissioner of the division of criminal justice services;
8 (2) the commissioner of the office of temporary and disability assist-
9 ance; (3) the commissioner of health; (4) the commissioner of the office
10 of mental health; (5) the commissioner of labor; (6) the commissioner of
11 the office of children and family services; (7) the commissioner of the
12 office of addiction services and supports; (8) the director of the
13 office of victim services; (9) the executive director of the office for
14 the prevention of domestic violence; (10) the superintendent of the
15 division of state police; (11) the secretary of state; (12) the commis-
16 sioner of education and the following additional members, who shall be
17 promptly appointed by the governor, each for a term of two years,
18 provided that such person's membership shall continue after such two
19 year term until a successor is appointed and provided, further, that a
20 member may be reappointed if again recommended in the manner specified
21 in this subdivision: [(12)] (13) two members, who shall be appointed on
22 the recommendation of the temporary president of the senate; [(13)] (14)
23 two members, who shall be appointed on the recommendation of the speaker
24 of the assembly; (15) two members, who shall be appointed on the recom-
25 mendation of the minority leader of the assembly; (16) two members, who

1 shall be appointed on the recommendation of the minority leader of the
2 senate; [(14)] (17) two members, who shall be appointed on the recommen-
3 dation of the not-for-profit organization in New York state that
4 receives the largest share of funds, appropriated by and through the
5 state budget, for providing services to victims of human trafficking, as
6 shall be identified annually in writing by the director of the budget;
7 (18) one member, who has been identified as a survivor of human traf-
8 ficking by the office of temporary and disability assistance and divi-
9 sion of criminal justice services; and [(15)] (19) one member, who shall
10 be appointed on the recommendation of the president of the New York
11 state bar association; and others as may be necessary to carry out the
12 duties and responsibilities under this section. The task force will be
13 co-chaired by the commissioners of the division of criminal justice
14 services and the office of temporary and disability assistance, or their
15 designees. It shall meet as often as is necessary, but no less than
16 three times per year, with at least two meetings being open for public
17 viewing and participation, and under circumstances as are appropriate to
18 fulfilling its duties under this section. The task force shall be
19 deemed a public body for the purpose of article seven of the public
20 officers law, and meetings shall be subject to open meetings require-
21 ments of such article. All members shall be provided with written notice
22 reasonably in advance of each meeting with date, time and location of
23 such meeting. Further, it shall post meeting agendas and meeting
24 minutes on the task force's dedicated webpage on the office of temporary
25 and disability assistance website.
26 (c) The task force shall provide a report on its activities and
27 efforts from the immediately preceding year to the governor, the speaker
28 of the assembly, the minority leader of the assembly, the temporary
29 president of the senate and the minority leader of the senate [no less
30 than annually] by no later than March first, two thousand twenty-six,
31 and annually thereafter, and it shall additionally issue such reports
32 and recommendations as it deems necessary to carry out its duties and
33 responsibilities.
34 § 2. This act shall take effect immediately; provided, however, that
35 the amendments to subdivisions (a) and (c) of section 483-ee of the
36 social services law made by section one of this act shall not affect the
37 repeal of such section and shall be deemed to be repealed therewith.
