AN ACT to amend the public health law, in relation to directing the
department of health, in conjunction with other state agencies, to
establish and maintain a directory webpage locating publicly accessi-
ble lactation accommodations in state-owned and state-leased buildings
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The public health law is amended by adding a new section
2 266-a to read as follows:
3 § 266-a. Publicly available lactation accommodations directory. 1. No
4 later than one year after the effective date of this section, the
5 department shall create, make available and maintain an internet webpage
6 for the purpose of providing information on the location of publicly
7 accessible lactation accommodations in state-owned buildings or state-
8 leased buildings. The department, in consultation with other state agen-
9 cies, shall include the following into the webpage:
10 (a) a comprehensive statewide directory of all publicly accessible
11 lactation accommodations in state-owned or state-leased buildings as
12 determined by the commissioner;
13 (b) an operating search function that allows users to input an address
14 to locate nearest publicly accessible lactation accommodations in state-
15 owned or state-leased buildings;
16 (c) information on the accessibility of the lactation accommodation,
17 including but not limited to, infant changing station, wheelchair acces-
18 sibility and possible security constraints;
19 (d) informational webpages including information and resources of the
20 department and other state agency programs and resources available to
21 prenatal, pregnant and postpartum individuals; and
22 (e) information available in multiple languages in accordance with
23 section two hundred two-a of the executive law.

1 2. Upon the public release of the webpage, the department shall
2 conduct and maintain a public information campaign to promote awareness
3 of the webpage. Methods of promotion may include, but not be limited to
4 social media, supported link promotion on other state-owned webpage
5 domains, public informational pamphlets distribution and physical adver-
6 tisement in commonly public areas such as, but not limited to, public
7 health facilities, state-owned service areas, and outside of state-owned
8 or state-leased buildings.
9 3. The webpage shall be available and accessible to all devices that
10 connect to the internet.
11 § 2. This act shall take effect immediately.
