        Introduced  by  Sen.  O'MARA -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the public service law, in relation  to  the  length  of
          time  orders  issued  to  set  the  rate of gas and electricity are in
          effect

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 66 of the public service law is amended by adding a
     2  new subdivision 33 to read as follows:
     3    33.  Notwithstanding  any  law,  rule,  or regulation to the contrary,
     4  beginning January first, two thousand twenty-seven, any order issued  to
     5  set  the  rate  of  gas  and  electricity,  not  including surcharges or
     6  tariffs, shall be in effect for three years.
     7    § 2. The department of public service shall promulgate rules and regu-
     8  lations necessary to effectuate the implementation of this act.
     9    § 3. This act shall take effect immediately.
