        Introduced by Sen. FERNANDEZ -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the public health law, in relation to prohibiting charg-
          es for the issuance of a certificate of still birth or pregnancy loss;
          and to repeal certain provisions of such law relating thereto

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 9 of section 4160-a of the public health law is
     2  REPEALED and a new subdivision 9 is added to read as follows:
     3    9. The department, or in the city of  New  York,  the  New  York  city
     4  department of health and mental hygiene shall not charge any fee for the
     5  issuance of a certificate under this section.
     6    §  2.  Subdivision  6  of  section  4160  of  the public health law is
     7  REPEALED.
     8    § 3. Section 4161 of the public health law is amended by adding a  new
     9  subdivision 5 to read as follows:
    10    5.  A  local  registrar  shall  not charge a fee for the issuance of a
    11  certificate of pregnancy loss under this article.
    12    § 4. This act shall take effect on the  same  date  and  in  the  same
    13  manner  as  a chapter of the laws of 2025 amending the public health law
    14  relating to prohibiting charges for the issuance  of  a  certificate  of
    15  still  birth or pregnancy loss, as proposed in legislative bills numbers
    16  S. 1807-A and A. 2311-A, takes effect.
