        Introduced  by  Sen. ROLISON -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation
 
        AN ACT to amend the vehicle and traffic law, in relation to the issuance
          of license plates for vehicles owned by severely disabled persons
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Subdivision 2 of section 404-a of the vehicle and traffic
     2  law, as amended by chapter 191 of the laws of 1991, is amended  to  read
     3  as follows:
     4    2.  Registration  of  vehicles owned by severely disabled persons. The
     5  commissioner shall assign to such motor vehicles, including any  van  or
     6  pick-up  truck  used for transporting persons with disabilities which is
     7  not used for commercial purposes, owned by such persons,  a  distinctive
     8  number  and  issue  and  deliver  in such manner as the commissioner may
     9  select to the owner a certification of registration, in such form as the
    10  commissioner shall prescribe and  two  number  plates,  called  disabled
    11  person plates. Said disabled person plates shall conform to the require-
    12  ments  of  section four hundred one of this [chapter] article, but shall
    13  bear distinctive marks to distinguish them  from  number  plates  to  be
    14  issued  to other persons, qualifying under this chapter. The commission-
    15  er, in [his] their discretion, may issue,  for  any  registration  year,
    16  only  one  plate  as  a set for a motor vehicle, in which event a set of
    17  disabled person plates for a motor vehicle shall consist of  one  plate.
    18  Where  a  severely  disabled  person owns more than one vehicle and such
    19  vehicle or vehicles is or are used by [severely disabled] members of the
    20  owner's family who reside with the owner, the commissioner  shall  issue
    21  one  set  of  plates  for  each additional vehicle used by such severely
    22  disabled person[, provided that such user qualifies as a severely  disa-
    23  bled person in the manner required by this section] or by family members
    24  of  the  severely  disabled  person  to  transport the severely disabled
    25  person.
    26    § 2. This act shall take effect immediately.
