        AN ACT to amend the public service law, in relation to restructuring the
          New York  telecommunications  relay  service  center  as  a  workforce
          employing  residents  of Onondaga county or adjoining counties; and to
          amend chapter 62 of the laws of 2003, amending the public service  law
          relating to establishing the New York telecommunications relay service
          center, in relation to extending certain provisions thereof
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 2 of section 92-a of the public service law, as
     2  added by section 3 of part H1 of chapter 62 of  the  laws  of  2003,  is
     3  amended to read as follows:
     4    2.  The  commission  shall authorize the establishment of the New York
     5  telecommunications relay service [center] workforce.   In  developing  a
     6  request  for  proposals  to provide telecommunications relay service the
     7  commission shall include the following minimum provisions:
     8    (a) The [New York telecommunications relay  service  center  shall  be
     9  located  within  the municipality of Syracuse,] provider of telecommuni-
    10  cations relay service shall, in performing  services  under  a  contract
    11  awarded  pursuant to this subdivision, employ or engage a workforce, all
    12  of whom shall reside within Onondaga county or an adjoining county with-
    13  in the state of New York;
    14    (b) A minimum of eighty percent of all  calls  utilizing  telecommuni-
    15  cations  relay  service must be routed to and through the New York tele-
    16  communications relay service [center] workforce; and
    17    (c) A contract to provide telecommunications relay  service  shall  be
    18  renewable for up to five years, and the commission shall be empowered to
    19  promulgate  and adopt all regulations required to implement the terms of
    20  this subdivision.

     1    § 2. Section 4 of part H1 of chapter 62 of the laws of 2003,  amending
     2  the  public service law relating to establishing the New York telecommu-
     3  nications relay service center, as amended by chapter 282 of the laws of
     4  2023, is amended to read as follows:
     5    §  4.  This act shall take effect on April 1, 2003, provided, however,
     6  if this act shall become a law after such  date  it  shall  take  effect
     7  immediately and shall be deemed to have been in full force and effect on
     8  and  after  April 1, 2003, provided, further, that section three of this
     9  act shall expire on June 30, [2027] 2030.
    10    § 3. This act shall take effect immediately; provided,  however,  that
    11  the  amendments  to  subdivision 2 of section 92-a of the public service
    12  law made by section one of this act shall not affect the  expiration  of
    13  such subdivision and shall expire and be deemed repealed therewith.
