Raises legislator compensation to $180,000 beginning January 1, 2028, each year thereafter such salary shall be increased equal to the percentage increase, if any, in the consumer price index for all urban consumers (CPI-U).

AN ACT to amend the legislative law, in relation to legislative compen-
sation
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Legislative findings. The legislature finds that the duties
2 of state legislators have expanded substantially in scope, complexity,
3 and time commitment, effectively constituting a full-time public service
4 role. Competitive and transparent compensation is necessary to attract
5 qualified candidates, promote diversity of representation, and support
6 ethical and independent governance.
7 § 2. The opening paragraph of subdivision 1 of section 5 of the legis-
8 lative law, as amended by chapter 841 of the laws of 2022, is amended to
9 read as follows:
10 Effective January first, two thousand [twenty-three] twenty-eight,
11 each member of the legislature shall receive a salary of one hundred
12 [forty-two] eighty thousand dollars per annum. Beginning on the first
13 of January in the first calendar year following the effective date of
14 the chapter of the laws of two thousand twenty-six that amended this
15 paragraph, and annually thereafter, such annual salary shall be adjusted
16 for inflation. Such annual adjustment shall be equal to the percentage
17 increase, if any, in the consumer price index for all urban consumers
18 (CPI-U), as published by the United States bureau of labor statistics,
19 measured over the twelve-month period ending September thirtieth of the
20 preceding year. If such index reflects no increase or reflects a
21 decrease, no adjustment shall be made, and compensation shall not be
22 reduced. Such salary of a member of the legislature shall be payable in
23 twenty-six bi-weekly installments provided, however, that if legislative
24 passage of the budget as defined in subdivision three of this section
25 has not occurred prior to the first day of any fiscal year, the net
26 amount of any such bi-weekly salary installment payments to be paid on
27 or after such day shall be withheld and not paid until such legislative

1 passage of the budget has occurred whereupon bi-weekly salary install-
2 ment payments shall resume and an amount equal to the accrued, withheld
3 and unpaid installments shall be promptly paid to each member.
4 § 3. This act shall take effect on the first of January next succeed-
5 ing the issuance of compensation recommendations by the New York state
6 commission on legislative, judicial, and executive compensation.
