Provides that reimbursement payable for grants for the hiring of teachers, arts and music teachers and nonpublic school safety equipment shall be paid within twelve months of the education department's receipt of a complete application for such grant; requires the commissioner of education to report on any such reimbursements payable.

AN ACT to amend the education law, in relation to reimbursement for
grants for the hiring of teachers, arts and music teacher grants and
nonpublic school safety equipment grants
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 2 of section 3037 of the education law is
2 amended by adding a new paragraph (d) to read as follows:
3 (d) Notwithstanding any inconsistent provision of law, any reimburse-
4 ment payable pursuant to this section shall be paid within twelve months
5 of the department's receipt of a complete application for such grant.
6 § 2. The education law is amended by adding three new sections 3037-a,
7 3037-b and 3037-c to read as follows:
8 § 3037-a. Arts and music teacher grants for nonpublic schools.
9 Notwithstanding any inconsistent provision of law, any reimbursement
10 payable to a nonpublic school for arts and music teacher grants adminis-
11 tered by the commissioner shall be paid within twelve months of the
12 department's receipt of a complete application for such grant.
13 § 3037-b. Nonpublic school safety equipment grants for nonpublic
14 schools. Notwithstanding any inconsistent provision of law, any
15 reimbursement payable to a nonpublic school for nonpublic school safety
16 equipment grants administered by the commissioner shall be paid within
17 twelve months of the department's receipt of a complete application for
18 such grant.
19 § 3037-c. Mandatory quarterly reporting for unpaid grants to nonpublic
20 schools. The commissioner, in conjunction with the office of religious
21 and independent schools, shall report upon any reimbursements payable
22 pursuant to sections three thousand thirty-seven, three thousand thir-
23 ty-seven-a, and three thousand thirty-seven-b of this article that have
24 not been paid within twelve months of the department's receipt of a
25 complete application for such grant. Such reports shall include, but not
26 be limited to the following information: the name of the school that has
27 not been reimbursed, the current outstanding reimbursement amount, the

1 grant type subject to reimbursement, and the original date on which the
2 department received a complete application for such grant. Such reports
3 shall be delivered to the governor, the comptroller, the temporary pres-
4 ident of the senate, the speaker of the assembly, the chair of the
5 senate education committee, and the chair of the assembly education
6 committee within thirty business days following the last day of each
7 calendar quarter.
8 § 3. This act shall take effect April 1, 2027.
