        Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Procurement and Contracts
 
        AN ACT to amend the state finance law, in  relation  to  requiring  that
          certain  contracts  let  by the office of general services be reserved
          for small businesses, including  minority-owned  business  enterprises
          and women-owned business enterprises

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 139-g of the state finance law is amended by adding
     2  a new subdivision (e) to read as follows:
     3    (e) require that multi-year centralized contracts let by the office of
     4  general services with a total value of five million dollars or  less  be
     5  reserved  for small businesses as defined in section one hundred thirty-
     6  one of the economic development law, including  minority-owned  business
     7  enterprises  and  women-owned business enterprises as defined in section
     8  three hundred ten of the executive law.
     9    § 2. This act shall take effect on the sixtieth  day  after  it  shall
    10  have become a law.
