| Establishes the inter-office coordinating council within the department of mental hygiene to provide cooperation amongst the offices of such department so as to assure the provisions of services to those who are mentally disabled; such council shall be headed by a chairperson, who shall be appointed by the governor, with the advice and consent of the senate; such council shall concentrate on the multiply disabled; establishes the council for mental health planning to establish statewide goals for the treatment of the multiply disabled. |
