Makes directors of community service responsible for the operation, direction and supervision of assisted outpatient treatment programs; authorizes psychologists and social workers to initiate a petition for an order authorizing assisted outpatient treatment; establishes the standard for granting such a petition to be by clear and convincing evidence; provides for the service of such an order upon the person to be treated; requires the office of mental health to establish a training program on the assisted outpatient treatment program for supreme and county court judges, court personnel and law enforcement; requires the commissioner of mental health to contract with an independent research organization for an evaluation and report on the effectiveness and implementation of the assisted outpatient treatment program; extends the expiration of Kendra's Law from June 30, 2005 until June 30, 2010; directs the commissioner of mental health to issue quarterly reports on the assisted outpatient program and an annual fiscal report relating thereto.
