Authorizes funding for the Consolidated Local Street and Highway Improvement Program (CHIPS) and Marchiselli program for state fiscal year 2008-09; relates to general fund transfers to the environmental protection fund; extends provisions enabling the commissioner of transportation to establish a single audit pilot program; relates to fees for drivers licenses and non-driver identification cards; relates to the assessment and reimbursement of state expenditures; extends provisions permitting the secretary of state to provide special handling for all documents filed or issued by the division of corporations and to permit additional levels of such expedited service; to amend the executive law, in relation to the community services block grant program; relates to the effectiveness of the community services block grant programs; authorizes annual utility and cable television assessments to provide funds to the department of health from the cable television assessment revenues and to the department of agriculture and markets, the department of economic development, the office of parks, recreation and historic preservation, the consumer protection board, the department of environmental conservation, and the office of homeland security; authorizes and directs the New York state energy research and development authority to make a payment to the general fund of up to $913,000; authorizes the New York state energy research and development authority to finance a portion of its research, development and demonstration and policy and planning programs from assessments on gas and electric corporations; extends the effectiveness of provisions relating to the powers of the New York state urban development corporation to make loans; extends the power for jobs program and the energy cost savings benefits program; authorizes an additional voluntary contribution into the state treasury under the power for jobs program; provides for the transfer of moneys from the power authority of the state of New York; relates to pesticide product registration timetables and fees; requires the urban development corporation to submit comprehensive financial plans to the director of the budget for approval; relates to the neighborhood and rural preservation program; relates to the business marketing program; extends certain provisions relating to the urban development corporation act; relates to the statewide energy improvement account and petroleum overcharge restitution funds; relates to certain monetary transfers; relates to certain reporting requirements; and relates to the term "municipality" for certain sections of the environmental conservation law relating to certain municipal landfill gas management project costs. |
