  PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to designate the Mt. Vernon Public Library as a municipal library serving the city of Mt. Vernon.   SUMMARY OF SPECIFIC PROVISIONS: This bill would deem the Mount Vernon Public Library as having been authorized by the city of Mount Vernon and would make the necessary changes to the library board of trustees to support this designation.   JUSTIFICATION: The Mount Vernon Public Library is currently suffering from serious financial hardship. As remit their financial problems, the condition of the building is beginning to suffer. This bill would transfer financial responsibility for the library and its upkeep to the city of Mount Vernon which could then address some of these problems.   PRIOR LEGISLATIVE HISTORY: A1571 2021-2022 referred to libraries and education technology A2846 2019-2020 referred to libraries and education technology A757 2017-2018 referred to libraries and education technology A.2218 2015/2016 referred to libraries and education technology A.3474 2011/2012 held for consideration in libraries and education A.2459 2009/2010 referred to libraries and education technology   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: This act shall take effect immediately.

        Introduced  by M. of A. PRETLOW -- read once and referred to the Commit-
          tee on Libraries and Education Technology
 
        AN ACT relating to the Mount Vernon public library
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Notwithstanding any other provision of law or any provision
     2  of  the charter issued to the Mount Vernon public library by the univer-
     3  sity of the state of New York on March 19, 1896:
     4    a. the Mount Vernon public library shall be deemed authorized  by  the
     5  city of Mount Vernon;
     6    b.  the trustees of such Mount Vernon public library and their succes-
     7  sors shall be appointed by the mayor of the city  of  Mount  Vernon  and
     8  confirmed  by  the  Mount  Vernon  city council beginning with the first
     9  vacancy occurring, by reason of the expiration of  a  term  or  for  any
    10  other  reason,  after  the  effective  date  of  this  act.  Each person
    11  appointed to a vacancy occurring by reason of the expiration of  a  term
    12  shall  be  appointed for a term of 5 years, any person appointed to fill
    13  an unexpired term shall be appointed to serve out such  unexpired  term;
    14  and
    15    c.  the  trustees  shall report to the city council on or before March
    16  31st of each year beginning with the calendar year following the  effec-
    17  tive date of this act.
    18    § 2. This act shall take effect immediately.
