NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A7870
SPONSOR: Simon

TITLE OF BILL:
An act to amend the executive law, in relation to establishing a divi-
sion of early childhood within the office of children and family
services

PURPOSE:
To facilitate the coordination of early childhood program, across New
York State

SUMMARY OF PROVISIONS:
Section 1. Amends the Executive Law by adding a new subdivision 4.
Establishes a Division of Early Childhood within the Office of Children
and Families, to be headed by a director. The director shall be chosen
by a committee composed of the governor, speaker of the assembly, tempo-
rary president of the senate, minority leader of the assembly and major-
ity leader of the senate.
The primary duties of the division are to develop, coordinate and inte-
grate early childhood programs, in order to administer programs and
funding as efficiently as possible. The division's duties support public
and private partnerships to and early childhood programs across New York
State; work cooperatively and in coordination with the Early Childhood
Advisory Council; work collaboratively with the Education Department to
ensure proper connections; and coordinate the delivery of services for
young children and families to ensure the state is utilizing ail avail-
able funding streams in a unified fashion.
On or before January 1st, 2017, the division of early childhood shall
begin a statewide assessment and evaluation of the current funding
streams for the state and provide both programmatic and legislative
recommendations.
Section 2 contains the effective date.

JUSTIFICATION:
A recent fiscal analysis of early childhood programs in New York State
lists over 80 federal and state program types that support families and
families in New York State. Without proper coordination, programs based
in different agencies can be siloed, particularly when new programs and
funding streams are launching.
New York has been moving towards increased coordination of early child-
hood programs, for example creating the Early Childhood Advisory Coun-
cil. This entity is doing important work, yet its reach is limited with-
out responsibility for programs and funding streams. The creation of
this division will help to aid these efforts.
