Enacts into law major components of legislation necessary to implement the state transportation, economic development and environmental conservation budget for the 2024-2025 state fiscal year; extends provisions of law relating to tax increment financing from April 1, 2024 until April 1, 2025 (Part A); relates to the amount of payments in the Capital District Transportation District; adds Warren County to such district (Part E); extends provisions of law relating to the accident prevention course internet technology pilot program from April 1, 2024 until April 1, 2026 (Part F); extends certain provisions of law relating to certain motor vehicle transaction fees and costs of the department of motor vehicles (Part G); extends certain provisions relating to motor vehicles equipped with autonomous vehicle technology to April 1, 2026 (Part J); enacts the "waterfront commission act" relating to the employment of longshore workers and port watchers; establishes such commission; defines terms; creates the longshore workers' register; requires the licensing of port watchers; authorizes denial of applications and revocation of licenses; makes related provisions (Part L); extends the clean energy resources development and incentives program; relates to siting and development of build-ready sites (Part M); authorizes the New York state energy research and development authority to finance a portion of its research, development and demonstration, policy and planning, and Fuel NY program, as well as climate change related expenses of the department of environmental conservation from an assessment on gas and electric corporations; directs unused funds to be refunded on a pro-rata basis to such gas and electric corporations; requires the New York state energy research and development authority to develop recommendations regarding the establishment of microgrids; directs the New York state energy research and development authority to prepare a report regarding the replacement of decommissioned or dormant electric generating sites with renewable energy development and energy storage opportunities; directs the New York state energy research and development authority to conduct a highway and depot charging needs evaluation (Part N); transfers the functions of the office of renewable energy siting to the department of public service; relates to the permitting of major renewable energy transmission facilities and major electric transmission facilities (Part O); authorizes utility and cable television assessments that provide funds to the department of health from cable television assessment revenues and to the department of agriculture and markets, department of environmental conservation, department of state, and the office of parks, recreation and historic preservation from utility assessment revenues (Part Q); authorizes state assistance payments toward climate smart community projects of up to eighty percent to municipalities that meet criteria relating to financial hardship or disadvantaged communities (Part S); relates to air quality control program fees (Part T); extends the authority of the dormitory authority to establish subsidiaries for certain purposes (Part V); increases the cap on grants to entrepreneurship assistance centers (Part X); provides that certain provisions of law relating to participation by minority group members and women with respect to state contracts shall be repealed six months after a study on minority and women-owned business enterprises has been delivered (Part Y); extends the authority of the New York state urban development corporation to administer the empire state economic development fund (Part Z); extends loan powers of the New York state urban development corporation (Part AA); extends the New York state health insurance continuation assistance demonstration project until July 1, 2025 (Part BB); relates to cost sharing for covered prescription insulin medication (Part EE); extends certain provisions relating to permitting videoconferencing and remote participation in public meetings (Part KK); relates to rates for livery insurance (Part NN); directs the metropolitan transportation authority to establish and implement a fare-free bus pilot program in the city of New York to understand the impact of fare-free bus routes on ridership, quality of life issues, bus speed performance, operations, and related issues as the authority deems relevant (Part OO); provides for economic and workforce development reporting (Part PP); establishes an energy affordability program to reduce the residential household energy burden of eligible low-income residential electric customers (Part QQ).
