  TITLE OF BILL: An act to amend chapter 433 of the laws of 2013, relating to authorizing the public service commission, upon application by a municipality, to order costs for infrastructure maintenance and access to be charged to all customer classes located in such municipality, in relation to including the village of Owego in the definition of municipality   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to authorize the Village of Owego to peti- tion the Public Service Commission to order costs for infrastructure maintenance and access to be charged to all customer classes.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 - Authorizes the public service commission, upon application by a municipality, to order costs for infrastructure maintenance and access to be charged to all customer classes located in such munici- pality. Amends paragraph b of subdivision 2 of section 1 of chapter 433 of the laws of 2013 by adding the Village of Owego as a qualifying muni- cipality. Section 2 - States the effective date.   JUSTIFICATION: The Village of Owego requested legislation that would authorize the Village to petition the Public Service Commission and order SUEZ to bill all ratepayers their water bills for the hydrant rental fee. Currently, only municipal taxpayers pay for the hydrant rental fee.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: None to the state   EFFECTIVE DATE: Immediately

        AN ACT to amend chapter 433 of the laws of 2013, relating to authorizing
          the  public service commission, upon application by a municipality, to
          order costs for infrastructure maintenance and access to be charged to
          all customer classes located in  such  municipality,  in  relation  to
          including the village of Owego in the definition of municipality
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph b of subdivision 2 of section 1 of chapter 433 of
     2  the laws of 2013, relating to authorizing the public service commission,
     3  upon application by a municipality, to order  costs  for  infrastructure
     4  maintenance  and access to be charged to all customer classes located in
     5  such municipality, is amended to read as follows:
     6    b. "municipality" shall mean:
     7    (i) a city, town or village located in the county of Westchester; and
     8    (ii) the village of Owego.
     9    § 2. This act shall take effect immediately.
