Relates to requiring the city of New York and counties outside the city of New York to develop a plan to assist the state in achieving its goals for the transition to zero-emissions vehicles; requires such city and counties to include in such plan the number, location and timeframe for installation of electric vehicle stations and a procurement plan to transition to zero-emissions vehicles.

AN ACT to amend the environmental conservation law, in relation to
requiring the city of New York and counties outside the city of New
York to develop a plan to assist the state in achieving its goals for
the transition to zero-emissions vehicles
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 19-0306-b of the environmental conservation law is
2 amended by adding a new subdivision 6 to read as follows:
3 6. One year after the effective date of this subdivision, and every
4 other year thereafter, the city of New York and each county outside the
5 city of New York shall develop and report a plan to the department to
6 assist the state in achieving the goals established by this section.
7 Such plan shall include but not be limited to:
8 a. the number of publicly available electric vehicle charging stations
9 such city or county will install;
10 b. the location and timeframe for installation of each electric vehi-
11 cle charging station in such city or county;
12 c. the fee, such as a parking fee, to access the electric vehicle
13 charging station, and what fee, if any, there is to charge the electric
14 vehicle;
15 d. the creation of publicly available maps with information on elec-
16 tric vehicle charging stations;
17 e. a description of how the county government will define publicly
18 available; and
19 f. a procurement plan to transition such city's or county's municipal
20 fleet to zero-emissions vehicles.
21 § 2. This act shall take effect immediately.
