        AN  ACT to amend the vehicle and traffic law, in relation to authorizing
          impoundment of vehicles with purposefully obstructed license plates
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision  8  of section 402 of the vehicle and traffic
     2  law, as amended by chapter 61 of the laws of 1989 and as  renumbered  by
     3  chapter 648 of the laws of 2006, is amended to read as follows:
     4    8.  The violation of this section shall be punishable by a fine of not
     5  less than twenty-five nor  more  than  two  hundred  dollars;  provided,
     6  however,  that  a  motor  vehicle  with  purposefully obstructed license
     7  plates shall be subject to impoundment and  any  peace  officer,  acting

     8  pursuant  to his special duties, or any police officer is authorized, at
     9  such officer's discretion, to impound and store such motor vehicle.
    10    § 2. This act shall take effect immediately.
