        AN ACT to amend the New York state urban development corporation act, in
          relation to the economic development fund
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph (k) of subdivision 1 of section 16-m of section 1
     2  of chapter 174 of the laws of 1968,  constituting  the  New  York  state
     3  urban  development  corporation act, as added by section 4 of part FF of
     4  chapter 59 of the laws of 2006, is amended and two  new  paragraphs  (1)
     5  and (m) are added to read as follows:
     6    (k)  Assistance  for  regional  partnership  proposals, as provided in

     7  subdivision 12 of section 3154 of the public authorities law[.];
     8    (1) Assistance to biosciences research institutions and  organizations
     9  on  a  competitive basis to develop curriculum and administer bioscience
    10  specific training programs for current and prospective industry  employ-
    11  ees,  in  consultation  with  the New York state foundation for science,
    12  technology and innovation established pursuant to article  10-A  of  the
    13  public  authorities  law.  For  the purposes of this paragraph, the term
    14  biosciences research shall include, but not be limited  to,  the  basic,
    15  applied,  or  translational  research  that  leads to the development of
    16  therapeutics, diagnostics, or devices, to improve human health or  agri-

    17  culture and that require federal drug administration approval;
    18    (m)  Assistance  to businesses that conduct basic, applied or transla-
    19  tional research that leads to the development of products  that  improve

     1  human  health  or  agriculture  and that require approval by the federal
     2  food and drug administration, in order to create or  expand  facilities,
     3  in  accordance  with  good manufacturing practice regulations, that will
     4  create  or  retain more than fifty jobs. For purposes of this paragraph,

     5  good manufacturing practice  regulations  refers  to  those  regulations
     6  promulgated  by the United States Food and Drug Administration under the
     7  authority of the Federal Food, Drug and Cosmetic Act.
     8    § 2. This act shall take effect immediately; provided,  however,  that
     9  the  amendments to section 16-m of the urban development corporation act
    10  made by section one of this act shall not  affect  the  repeal  of  such
    11  subdivision and shall be deemed repealed therewith.
