        AN ACT to amend the insurance law, in relation  to  requiring  insurance
          companies  to  disapprove  defensive driving courses instructed solely
          over the internet without an instructor physically present
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The insurance law is amended by adding a new section 2335-b
     2  to read as follows:
     3    §  2335-b.  Motor  vehicle  insurance  rates; prohibited reduction for
     4  internet driving courses or programs. No insurer authorized to  transact
     5  or  transacting  business in this state, or controlling or controlled by
     6  or under common control by or with an insurer authorized to transact  or
     7  transacting business in this state, which sells a policy providing motor
     8  vehicle  liability  or motorcycle insurance coverage in this state shall
     9  reduce a policy holder's premium rate for  the  completion  of  a  motor

    10  vehicle  accident  prevention course instructed solely over the internet
    11  and without a certified instructor physically present for such  instruc-
    12  tion  or  of  any other such course or training program conducted by and
    13  through such technological means.
    14    § 2. This act shall take effect on the ninetieth day  after  it  shall
    15  have become a law.
