        AN ACT to prohibit certain costs from being charged  to  ratepayers  who
          purchase all of their electricity from renewable energy resources

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Notwithstanding any other law, rule, regulation, or  order,
     2  no  ratepayer  that  purchases  all  of their electricity from renewable
     3  energy resources shall be charged for any  costs  related  to  the  zero
     4  emissions  credit requirement established by the New York public service
     5  commission. As used in this act, "renewable energy resources" shall have
     6  the same meaning as established by the commission in  the  Clean  Energy
     7  Standard.
     8    § 2. This act shall take effect immediately.
