        AN ACT to direct the office of employee relations to enter into  collec-
          tive  negotiations  for the purpose of seeking to obtain the assent of

          employee organizations to the State Agency Fiscal  Efficiency  Program
          that  would  allow for full-time state employees to voluntarily reduce
          their work schedules
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The office of employee relations shall enter into collec-
     2  tive negotiations for the purpose of seeking to  obtain  the  assent  of
     3  employee  organizations  to  the  State Agency Fiscal Efficiency Program
     4  (SAFE) that would allow for full-time  state  employees  to  voluntarily
     5  reduce their work schedules, by one day per week, without a reduction in
     6  any  of  their fringe benefits.   Under this program only wages would be
     7  reduced, by 20 percent per pay period. The employees'  pension  benefits
     8  would  be calculated based on a five day work week, which would be their

     9  "pension salary". The three percent employee contribution costs for  the
    10  one  day  per  week  the employee is off, would be paid by the employer.
    11  Employees participating in the SAFE program would be treated like  full-
    12  time  employees  for their accrual of personal leave, vacation, and sick
    13  leave. There would be no reduction in  health  or  dental  benefits  for
    14  employees.  They  would  also be eligible for all holidays. Participants
    15  would be required to commit to the SAFE program  for  a  minimum  of  12
    16  months  but  no  more than 36 months. This program would be optional for
    17  employers, who could target employees they deem not eligible,  including
    18  but  not  limited  to  employees that hold a position critical to public
    19  health and safety.
    20    § 2. This act shall take effect immediately.
