Restricts transfers of funds by political committees of candidates to committees of other candidates to $500 annually; and to any party committee or constituted committee to $1000 annually; imposes a fine of at least $1000 but not more than $5000 for violations thereof.

AN ACT to amend the election law, in relation to restricting transfers
of campaign funds between candidates
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The election law is amended by adding a new section 14-115
2 to read as follows:
3 § 14-115. Transfers of campaign funds restricted. 1.(a) No political
4 committee authorized by a candidate, or any officer, member or agent of
5 such a committee, may transfer more than five hundred dollars per annum
6 from funds owned or controlled by such committee to any other candidate
7 or political committee authorized by another candidate, nor shall a
8 candidate or political committee authorized by a candidate, or any offi-
9 cer, member or agent of such a candidate or committee, accept such a
10 transfer.
11 (b) No political committee authorized by a candidate, or any officer,
12 member or agent of such a committee, may transfer more than one thousand
13 dollars per annum from funds owned or controlled by such committee to
14 any party committee or constituted committee.
15 2. Any person who violates this section shall be subject to a fine of
16 at least one thousand dollars but not to exceed five thousand dollars.
17 § 2. This act shall take effect on the first of January next succeed-
18 ing the date on which it shall have become a law.
