        Introduced  by  M.  of  A. MILLER, COOK -- read once and referred to the
          Committee on Cities -- committee  discharged,  bill  amended,  ordered
          reprinted as amended and recommitted to said committee
 
        AN  ACT  to  amend  the  administrative code of the city of New York, in
          relation to overnight parking
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The administrative code of the city of New York is amended
     2  by adding a new section 19-165.1 to read as follows:
     3    § 19-165.1 Out-of-state parking restrictions. a.  Notwithstanding  any
     4  provision of law, rule or regulation to the contrary, it shall be unlaw-
     5  ful  for  any vehicle not registered in this state to park on any public
     6  street between the hours of two o'clock  antemeridian  to  five  o'clock
     7  antemeridian, except as otherwise set forth in this section.
     8    b.  Any  person  who  owns  or leases a vehicle which is registered in
     9  another state but who also owns a home in such other state may apply  to
    10  the  commissioner  for an exemption from the provisions of this section.
    11  Upon proof sufficient to the commissioner that such person owns  a  home
    12  in  another  state, the commissioner shall issue an exemption sticker to
    13  be affixed to such vehicle.
    14    c. Any resident of the city may apply for a temporary exemption stick-
    15  er under this section which may be utilized by a guest of such resident.
    16  The commissioner shall provide for an application process and  determine
    17  the  number  of  exemption  stickers  which may be requested annually by
    18  residents.
    19    d. An out-of-state visitor may request a temporary  exemption  sticker
    20  which  shall  permit  parking otherwise restricted by this section for a
    21  period of time to be determined by the commissioner.
    22    e. The provisions of this section shall not apply to  individuals  who
    23  have an on-street disability placard.

     1    f.  An  individual who resides in another state and is employed in the
     2  city may apply to the commissioner for an exemption which  would  permit
     3  such person to park on a public street overnight for the purpose of such
     4  employment.
     5    g.  The  commissioner  shall  provide  an  application process for the
     6  exemptions enumerated in this section and shall make  such  applications
     7  available  on  the department's website.  The commissioner may determine
     8  all costs or fees  to  be  charged  with  respect  to  the  issuance  of
     9  exemption  stickers.    Appropriate signage shall be displayed to notify
    10  motorists of the restrictions imposed under this section.
    11    § 2. This act shall take effect on the one hundred eightieth day after
    12  it shall have become a law.
