        AN  ACT to amend a chapter of the laws of 2020 relating to requiring the
          department of labor to produce a report regarding summer youth employ-
          ment programs funded by state, federal and  local  appropriations,  as
          proposed in legislative bills numbers S. 1079 and A. 6393, in relation
          to  requiring  the  office  of  temporary and disability assistance to
          produce a report regarding the summer youth employment program and  to
          the effectiveness of the provisions thereof
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Sections 1 and 2 of a chapter of the laws of 2020  relating
     2  to  requiring  the  department  of  labor  to produce a report regarding
     3  summer youth employment programs funded  by  state,  federal  and  local
     4  appropriations, as proposed in legislative bills numbers S.  1079 and A.
     5  6393, are amended to read as follows:
     6    Section  1.  [Not  more than 180 days after the effective date of this
     7  act] On May 1, 2022, the [department of labor] office of  temporary  and
     8  disability  assistance,  in  consultation with the education department,
     9  the [office of temporary and disability assistance] department of labor,
    10  the  office of children and family services, and any  other  entity  the
    11  [department  of  labor]  office  of  temporary and disability assistance
    12  deems appropriate, shall produce a report  regarding  the  summer  youth
    13  employment [programs] program funded by state, federal, and local appro-
    14  priations.  The report shall:
    15    a.  Determine the total number of jobs available for youth in all pre-
    16  existing programs, including the nature of the  jobs[,  the  educational
    17  and  professional experience under such programs, career paths available
    18  for such training, and overall experience  by  summer  youth  employment
    19  program participants] during each of the years from 2016 through 2021;
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    b. [Determine the number of desired spots by evaluating] Provide total
     2  numbers  of  applications  and [other indicia of unmet demand in current
     3  programs] any survey results of demand, if applicable;
     4    c.  [Evaluate]  List current admission standards, including income and
     5  geographic restrictions,  for  available  programs  [throughout  various
     6  regions] within the state of New York;
     7    d.  [Evaluate  whether]  Detail  current  funding  streams  [could  be
     8  increased in order to provide additional  opportunities,  including  any
     9  additional  federal  or private funding streams available and the effect
    10  of additional state funds on current opportunities for  applicants]  and
    11  number of slots funded at such current levels;
    12    e.  [Determine]  Show  the effect of current and previous minimum wage
    13  rates on total placement opportunities [and whether  additional  funding
    14  to  maintain  spots  in  light  of  minimum wage increases is necessary]
    15  during the years 2016 through 2021.
    16    § 2. The [department of labor]  office  of  temporary  and  disability
    17  assistance  shall  send  this  report  to the temporary president of the
    18  senate, speaker of the assembly, and chairs of the assembly  and  senate
    19  committees  on  labor,  social  services, and children and families. The
    20  report shall also be made available on the  website  maintained  by  the
    21  [department of labor] office of temporary and disability assistance.
    22    §  2. Section 3 of a chapter of the laws of 2020 relating to requiring
    23  the department of labor to  produce  a  report  regarding  summer  youth
    24  employment  programs  funded by state, federal and local appropriations,
    25  as proposed in legislative bills numbers S. 1079 and A. 6393, is amended
    26  to read as follows:
    27    § 3. This act shall take effect immediately and shall  expire  and  be
    28  deemed repealed [1 year] 2 years after such date.
    29    §  3.  This act shall take effect immediately; provided, however, that
    30  section one of this act shall take effect on the same date  and  in  the
    31  same  manner  as a chapter of the laws of 2020 relating to requiring the
    32  department of labor to produce a report regarding summer  youth  employ-
    33  ment  programs  funded  by  state,  federal and local appropriations, as
    34  proposed in legislative bills numbers  S.  1079  and  A.    6393,  takes
    35  effect.
