        AN  ACT  to  amend the public health law, in relation to normalizing the
          organization of registered organizations to produce, sell, deliver  or
          distribute  medical  marihuana  under strong regulation; and to repeal
          certain provisions of such law relating to pricing of medical marihua-
          na
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Section 3364 of the public health law is amended by adding
     2  a new subdivision 14 to read as follows:
     3    14. A registered organization may contract with a person or entity  to
     4  provide facilities, equipment or services that are part of or incidental
     5  to  the  registered  organization's  functions  or activities under this
     6  section. All laws and regulations applicable to the registered organiza-
     7  tion shall apply to the contract. The registered organization and  other
     8  parties  to  the  contract shall each be responsible and accountable for
     9  compliance with such laws and regulations under the contract.  Contract-
    10  ing under this subdivision shall be approved by the commissioner, unless
    11  the commissioner provides otherwise by regulation.  The commissioner may
    12  make regulations consistent with this title relating  to  contracts  and
    13  parties to contracts under this subdivision.
    14    § 2. Section 3369-d of the public health law is REPEALED.
    15    §  3. This act shall take effect immediately; provided that the amend-
    16  ments to section 3364 of the public health law made by  section  one  of
    17  this  act shall not affect the expiration and repeal of such section and
    18  shall expire and be deemed repealed therewith.
