        AN ACT to amend the social services law, the New York city  charter  and
          the  administrative code of the city of New York, in relation to local
          planning board review of proposed homeless projects and  public  hear-
          ings thereon

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 11 of section 43 of the social services law, as
     2  amended by chapter 458 of the laws  of  1986,  is  amended  to  read  as
     3  follows:
     4    11.  The municipality, not-for-profit corporation or subsidiary there-
     5  of, public corporation or charitable organization or subsidiary  thereof
     6  seeking  financial  assistance  pursuant  to  this article shall, within
     7  thirty days of its application for such  assistance,  notify  the  local
     8  planning  board,  as defined by section twenty-seven of the general city
     9  law, section two hundred seventy-one of the town law, section  7-718  of
    10  the  village law, or section [eighty-four] eighty-five of the charter of
    11  the city of New York, appropriate for the geographic area in  which  the
    12  proposed homeless project would be located, and shall provide such board
    13  with  information  regarding the proposed homeless project. Upon receipt
    14  of such information regarding the proposed homeless project,  the  local
    15  planning  board  shall  promptly  fix  a  date for the commencement of a
    16  public hearing thereon, pursuant to section twenty-seven-a of the gener-
    17  al city law, section two hundred seventy-four-a of the town law, section
    18  7-725-a of the village law, or section eighty-five of the New York  city
    19  charter.
    20    §  2.  Paragraph  8  of subdivision a of section 197-c of the New York
    21  city charter, as amended by the general election of the city of New York
    22  for the year 1989, is amended to read as follows:

     1    (8)  Housing and urban renewal plans and projects, including  proposed
     2  homeless  projects as such term is defined in subdivision one of section
     3  forty-two of the social services law, pursuant to city, state and feder-
     4  al housing laws;
     5    § 3. Subdivision b of section 21-315 of the administrative code of the
     6  city  of  New  York,  as added by local law number 19 of the city of New
     7  York for the year 1999, is amended to read as follows:
     8    b. Each new shelter which replaces a shelter listed in  subdivision  a
     9  of  this  section shall comply with applicable statutes, laws, rules and
    10  regulations, including, but not limited to, [section]  sections  85  and
    11  197-c  of  the New York city charter and subdivision 11 of section 43 of
    12  the social services law.
    13    § 4. This act shall take effect immediately.
