        Introduced  by  M.  of  A. ZEBROWSKI, GOTTFRIED, GALEF, ABINANTI -- read
          once and referred to the Committee on Governmental Operations
 
        AN ACT to amend the legislative law,  in  relation  to  eliminating  the
          population requirement for the definition of a municipality
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision (k) of section 1-c of the legislative  law,  as
     2  amended  by  section  6 of part CC of chapter 56 of the laws of 2015, is
     3  amended to read as follows:
     4    (k) The term "municipality" shall mean any jurisdictional  subdivision
     5  of  the  state,  including  but  not limited to counties, cities, towns,
     6  villages, improvement districts and special  districts,  [with  a  popu-
     7  lation  of more than five thousand,] and industrial development agencies
     8  [in jurisdictional subdivisions with a  population  of  more  than  five
     9  thousand]; and public authorities, and public corporations.
    10    §  2.  This  act shall take effect on the ninetieth day after it shall
    11  have become a law.
