        AN ACT to amend the executive law, in relation to establishing  a  state
          internet  webpage which provides information on all grants provided by
          the state
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 164-e
     2  to read as follows:
     3    § 164-e. State grant website. 1. Definitions. For the purposes of this
     4  section:
     5    (a) "Applicant" shall mean any  individual,  proprietorship,  partner-
     6  ship,  association, cooperative, limited liability company, corporation,

     7  not-for-profit corporation, state or local agency, or any  other  entity
     8  that may be interested in applying for a grant.
     9    (b) "Grant" shall mean financial assistance provided by a state agency
    10  to  carry  out  a  public  purpose. However, such term shall not include
    11  personal financial assistance used to benefit an individual or  individ-
    12  uals.
    13    (c)  "State  agency" shall mean any department, board, bureau, commis-
    14  sion, division, office, council or agency of the state,  public  benefit
    15  corporation  or  public  authority  at  least  one  member  of  which is
    16  appointed by the governor, and the university of the state of New York.
    17    2. The executive chamber shall establish, post and maintain an  inter-

    18  net  webpage on the state website maintained by the office of the gover-
    19  nor, to be known as "NewYorkgrants.gov".  Such  internet  webpage  shall

     1  provide  access  to and information on all grants offered by state agen-
     2  cies.  Such information including, but not limited to, application forms
     3  for grants if available on the internet, shall be made  available  in  a
     4  timely  manner,  to  the maximum extent possible, so that applicants may

     5  apply for such grants and assistance. The webpage  established  pursuant
     6  to  this  subdivision may provide links to similar federal, state, local
     7  and other internet websites offering grants,  and  links  to  government
     8  personal financial assistance, such as benefits and loans.
     9    § 2. This act shall take effect immediately.
