        AN ACT to amend the election  law,  in  relation  to  satisfying  filing
          requirements
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The election law is amended by adding a new section  14-105
     2  to read as follows:
     3    § 14-105. Elimination of duplicate electronic filing. 1. Any candidate
     4  or  authorized political committee of a candidate required to file elec-
     5  tronically with the state board of elections shall  be  deemed  to  have
     6  satisfied such filing requirements upon making electronic filings with a
     7  local  campaign  finance  board,  provided  the state board of elections
     8  determines: (i) the filing format, standards and  review  and  audit  of
     9  filings  of  such campaign finance board meet or exceed the requirements
    10  imposed by this article; and (ii) the campaign finance  filing  data  of
    11  such  local  campaign finance board is publicly available in a manner at
    12  least substantially equivalent to the board of elections publication  of
    13  campaign  finance  filings;  and (iii) such local campaign finance board
    14  will provide the  chief  enforcement  counsel  of  the  state  board  of
    15  elections notice of filing delinquencies and non-filings.
    16    2.  If  the  state  board  of  elections  permits filings with a local
    17  campaign finance board to be deemed filings  with  the  state  board  of
    18  elections,  such board shall provide a link on its website to the public
    19  disclosure and search functions of the website of  such  local  campaign
    20  finance board.
    21    3.  A  determination  permitting filings with a local campaign finance
    22  board to be deemed filings with the state board of  elections  shall  be
    23  revoked  upon  a  determination that the local campaign finance board no
    24  longer complies with any of the criteria enumerated in  paragraphs  (i),
    25  (ii) and (iii) of subdivision one of this section.
    26    §  2. This act shall take effect on the first of January next succeed-
    27  ing the date on which it shall have become a law.
