GRIFFIN, SOLAGES, WILLIAMS, RA, BRAUNSTEIN, AUBRY, O'DONNELL, HYNDMAN, MONTESANO, COOK, ANDERSON -- read once and referred to the Committee on Environmental Conservation -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee -- again reported from said committee with amend- ments, ordered reprinted as amended and recommitted to said committee AN ACT to direct the department of environmental conservation and other state departments and agencies to conduct a study on the quality of life and human health impacts at John F. Kennedy international airport and LaGuardia airport The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The department of environmental conservation, with the 2 assistance of the department of health, the department of transporta- 3 tion, and any other state agencies the governor deems appropriate, shall 4 conduct a study describing the environmental, noise, and human health 5 impacts caused by runways, including new runways, and air traffic at 6 John F. Kennedy international airport and LaGuardia airport. In conduct- 7 ing this study, such departments and state agencies shall monitor actual 8 noise levels experienced in 2022 and 2023 and shall pay particular 9 attention to the impact of noise pollution and air pollution including 10 but not limited to volatile organic compounds and nitrogen dioxide, 11 particulate matter 2.5, ultrafine particulates, black carbon, and fluids 12 by aircraft, and similar factors on the quality of life and health of 13 persons who live under and adjacent to flight paths used by aircraft at 14 John F. Kennedy international airport and LaGuardia airport. Funding to 15 conduct this study may include $500,000 appropriated in chapter 54 of 16 the laws of 2021 for such purposes. The department of environmental 17 conservation shall deliver a written report of its findings and any 18 recommendations to the governor and the legislature on or before March 19 31, 2024. 20 § 2.
