        AN ACT to amend the social services law, in relation  to  public-private
          partnerships to support at-risk children; and providing for the repeal
          of such provisions upon expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The social services law is amended by adding a new  section
     2  153-l to read as follows:
     3    §  153-l.  Public-private  partnerships  to  support at-risk children;
     4  funding. 1. (a) Expenditures made by the county of Monroe or the Roches-
     5  ter city school district for preventive services described in  paragraph
     6  (b)  of  this  subdivision  shall be subject to sixty-five percent state
     7  reimbursement; provided, however, that one  hundred  percent  of  Monroe
     8  county's  local  portion  of  claims  for such services are comprised of
     9  privately donated funds.
    10    (b) Eligible programs include those providing:  (i)  home  visitation,
    11  treatment  intervention and parenting education to families eligible for
    12  service under the temporary assistance for needy families program;  (ii)
    13  educational  intervention  and improvement services for students at risk
    14  of academic failure and school drop out; (iii) intervention and individ-
    15  ualized planning services  providing  support  for  families  that  have
    16  sought  family  court  intervention  for a person in need of supervision
    17  petition or child  with  serious  emotional  challenges;  (iv)  services
    18  intended  to  increase graduation rates and prepare students for college
    19  or the workplace through one-on-one mentoring,  academic  support,  life
    20  and social skills, and job readiness; and (v) at-risk first-time parents
    21  with  maternal  and  child  health nurses to improve pregnancy outcomes,
    22  child health and development, and family economic self-sufficiency.
    23    2. The county of Monroe or the Rochester city  school  district  shall
    24  provide  an  annual report on or before the first day of December to the

     1  governor, the temporary president of the  senate,  the  speaker  of  the
     2  assembly,  the minority leader of the senate, and the minority leader of
     3  the assembly regarding the private partnership to support at-risk  chil-
     4  dren.  Such  report  shall  identify  the sources and amounts of private
     5  funding obtained, the programs supported through such funding,  and  the
     6  costs  and  benefits  of  such  program  for the county of Monroe or the
     7  Rochester city school district.
     8    § 2. This act shall take effect immediately and shall  expire  and  be
     9  deemed repealed on and after December 31, 2023.
