        Introduced  by  M.  of  A.  FERNANDEZ  --  read once and referred to the
          Committee on Governmental Operations
 
        AN ACT to amend the executive law, in relation to prohibiting the use of
          unmarked police  vehicles,  concealed  identify  police  vehicles  and
          undercover police officers for routine traffic enforcement

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The executive law is amended by adding a new section 228 to
     2  read as follows:
     3    § 228.  Prohibition  of  routine  use  of  unmarked  police  vehicles.
     4  Unmarked police vehicles, concealed identity police vehicles, and under-
     5  cover  police  officers  shall  not  be used by the state police for the
     6  routine stopping or apprehension of motorists for offenses  relating  to
     7  the vehicle and traffic law.
     8    § 2. This act shall take effect immediately.
