        AN ACT to amend the education law, in relation to recruiting teachers to
          areas where there is a shortage of teachers
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 

     1    Section  1. The education law is amended by adding a new section 309-b
     2  to read as follows:
     3    § 309-b. Recruiting teachers to serve high needs areas. 1. The commis-
     4  sioner shall establish areas of the state which shall be  identified  as
     5  high  teacher  needs  areas, wherein there is and has been a shortage of
     6  experienced teachers.
     7    2. Any board of education may elect to provide a bonus of  up  to  ten
     8  thousand  dollars  for  a tenured active teacher or six thousand dollars
     9  for a retired teacher in good standing, who would be willing to work  in
    10  a  high  needs  area  for  a minimum of three years. Such bonus would be
    11  payable in equal installments over a three year period  at  the  end  of
    12  each academic year.

    13    3.  Notwithstanding  any other provision of law, payment of such bonus
    14  to a retired teacher shall be  in  addition  to  and  not  diminish  the
    15  retirement benefits which have been earned by such teachers.
    16    §  2.  This  act  shall  take  effect  on  the first of September next
    17  succeeding the date on which it shall have become a law.
