        AN  ACT  to  amend  the  education  law, in relation to establishing the
          single gender core course academies demonstration program; and provid-
          ing for the repeal of such provisions upon the expiration thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 3209-b
     2  to read as follows:
     3    §  3209-b.  Single gender core course academies demonstration program.
     4  1. The department shall establish a single gender core course  academies
     5  demonstration program which shall provide for the instruction of courses
     6  in  English, mathematics, science and social studies in gender separated
     7  classes for a portion of the pupils in each grade level  within  schools

     8  selected  to  participate  in  such  program. All other courses shall be
     9  instructed in coeducational classes.
    10    2. The department shall designate the schools which shall  participate
    11  in  the  single  gender core course academies demonstration program. The
    12  schools selected shall be low-performing  schools  within  each  of  the
    13  cities  of  New  York,  Rochester,  Syracuse,  Buffalo and Yonkers. Such
    14  program shall be implemented in four elementary  schools,  eight  middle
    15  schools  and  one  high  school of the city school district of each such
    16  city.
    17    3. The department shall implement the single gender core course acade-
    18  mies demonstration program in conjunction with a  university  center  of

    19  the  state  university  of New York, selected by the commissioner, which
    20  offers post graduate degrees in education. Such university center  shall
    21  utilize  such  program  to  study  and  research the social and academic

     1  achievements and gains of students participating  in  the  demonstration
     2  program in comparison to the social and academic achievements of a simi-
     3  larly situated group of students not participating in the program.
     4    4.  No  student in a participating school shall be required to partic-

     5  ipate in the single gender core course academies  demonstration  program
     6  without  the  consent of their parent, guardian or person in loco paren-
     7  tis.
     8    5. The program established pursuant to this section  shall  be  imple-
     9  mented  on September first or January first, whichever shall occur first
    10  after the effective date of this section.
    11    6. The commissioner shall promulgate rules and  regulations  requiring
    12  participating  schools  to  annually  report  to  the department and the
    13  university center,  selected  pursuant  to  subdivision  three  of  this
    14  section,  monitor and maintain records on the progress in the school for
    15  each single gender core course  in  each  grade  and  gender.  All  such

    16  reports  shall  be compiled and compared to data on students not partic-
    17  ipating in the program established by this section, and shall be annual-
    18  ly reported on or before September  first  to  the  governor,  temporary
    19  president of the senate and speaker of the assembly.
    20    7.  Each  participating school shall provide the information, required
    21  to be submitted to the department pursuant to subdivision  six  of  this
    22  section,  to  the parents of the students in such school by means of its
    23  regularly scheduled publications or communications process.
    24    8. On or before August thirty-first, two thousand sixteen, the depart-
    25  ment shall submit a report to the governor, temporary president  of  the

    26  senate  and speaker of the assembly, on the progress achieved by partic-
    27  ipating schools during the entirety of the demonstration  program.  Such
    28  progress shall be reported based on grade level, course subject, gender,
    29  ethnic background and school.
    30    § 2. This act shall take effect on the one hundred twentieth day after
    31  it  shall  have  become  a  law  and shall expire and be deemed repealed
    32  September 1, 2016; provided that any rules and regulations or any  other
    33  actions  necessary to implement the provisions of this act on its effec-
    34  tive date are authorized and directed to be completed on or before  such
    35  date.
