        AN  ACT to amend the civil service law, in relation to improper employer
          practices
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 

     1    Section 1. Section 209-a of the civil service law is amended by adding
     2  a new subdivision 7 to read as follows:
     3    7. Notwithstanding any other provision of law, it shall be an improper
     4  employer  practice for a county legislature which has allocated funds to
     5  finance the operations of a community college of such county  to  reject
     6  an  agreement negotiated by an employee organization which has been duly
     7  certified to represent employees of such community college and the  duly
     8  authorized employer of such employees pursuant to the provisions of this
     9  article  when  such  agreement  can be implemented within such allocated
    10  funds.
    11    § 2. This act shall take effect immediately.
