AN ACT to amend the public authorities law, in relation to allowing the
New York state thruway authority to offer a discounted toll rate to
residents of Rockland and Westchester counties for Mario M. Cuomo
bridge crossings
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The public authorities law is amended by adding a new
2 section 354-a to read as follows:
3 § 354-a. Resident discount. Notwithstanding any inconsistent
4 provision of law, but subject to agreements with noteholders and bond-
5 holders, the authority shall offer a discounted toll rate for Mario M.
6 Cuomo bridge crossings to residents of the county of Rockland and the
7 county of Westchester and may, except as otherwise provided in this
8 section, regulate the use thereof. The discount for residents of the
9 county of Rockland and the county of Westchester shall entitle such
10 residents to crossings over the Mario M. Cuomo bridge at a reduced cost
11 of sixty per centum of the regular crossing fare imposed on nonresidents
12 of the county of Rockland and the county of Westchester. In the event
13 the authority shall impose a surcharge in addition to the regular toll
14 for crossings over the Mario M. Cuomo bridge, such surcharge shall not
15 be deemed a part of the regular crossing fare for purposes of this
16 section, and the discount offered to the residents of the county of
17 Rockland and the county of Westchester as herein provided shall also
18 entitle such residents to a permanent exemption from the payment of any
19 such surcharge in an amount equal to the amount of any such surcharge
20 imposed during calendar year two thousand twenty-three. Application for
21 such discount shall be made in such manner as prescribed by the authori-
22 ty and shall contain such information as the authority may reasonably
23 require.
24 § 2. This act shall take effect immediately.
