        AN  ACT to amend the vehicle and traffic law, in relation to prohibiting
          the operation of a motor vehicle with an animal in the front  seat  or
          an unrestrained animal in the vehicle
 

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The vehicle and traffic law is  amended  by  adding  a  new
     2  section 1229-e to read as follows:
     3    § 1229-e. Operation of vehicles with animals. 1. No person shall oper-
     4  ate a motor vehicle in this state with an animal in the front seat.
     5    2.  (a)  No person shall operate a motor vehicle in this state with an
     6  animal in the vehicle unless such animal is restrained.
     7    (b) For the purposes of this section, a  restrained  animal  means  an
     8  animal  secured in a harness or vehicle seat, confined in a box, or hard
     9  or soft sided travel crate.
    10    3. Any person who violates the provisions of subdivision one or two of

    11  this section shall be punished by a civil fine of up to fifty dollars.
    12    § 2. This act shall take effect immediately.
