AN ACT to direct the commissioner of health to create cultural education
demonstration programs for HIV/AIDS health care providers
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The commissioner of health shall promulgate rules and regu-
2 lations creating a demonstration program to provide cultural education
3 demonstration programs for health care providers to patients with human
4 immunodeficiency virus/acquired immunodeficiency syndrome. Such programs
5 shall instruct the health care providers on how to treat patients while
6 being sensitive to their cultural traditions and mores.
7 § 2. The demonstration programs provided for by section one of this
8 act shall provide education in the cultures of the Latin American coun-
9 tries and the Asian countries.
10 § 3. The commissioner of health shall report to the legislature eigh-
11 teen months after the programs have been established on the functioning
12 of the programs along with recommendations for the permanent establish-
13 ment of cultural education demonstration programs for health care
14 providers.
15 § 4. This act shall take effect one year after it shall have become a
16 law; provided, however, that all regulations necessary to carry out the
17 provisions of this act shall be promulgated before such effective date.
