          Committee on Higher Education
 
        AN ACT to amend the education law, in relation to the right to "tabling"
          on a college campus
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section  6430 of the education law is amended by adding a
     2  new subdivision 7 to read as follows:
     3    7. As used in this subdivision, "tabling" shall mean the dissemination
     4  of information through displaying literature and/or sign up  sheets  and
     5  verbal  enticing with the possible use of a table and chairs in a public
     6  place. Any club or organization officially  recognized  by  the  student
     7  government  or  administration  of  a college or university shall not be
     8  restricted in any manner from tabling by the exterior of any building on
     9  campus as long as the tabling does not prohibit or unduly  restrict  the
    10  access to the building or disrupt the academic uses of the building.
    11    § 2. This act shall take effect immediately.
