        Introduced  by  M.  of  A.  P. RIVERA  --  read once and referred to the
          Committee on Consumer Affairs and Protection
 
        AN ACT to direct the commissioner of criminal justice services to estab-
          lish a pilot program for the installation and use of  video  recording
          equipment  in certain vehicles of the police department of the city of

          New York; and providing for the repeal of such provisions upon expira-
          tion thereof
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  commissioner  of criminal justice services shall, in
     2  consultation with the police commissioner  of  the  city  of  New  York,
     3  establish  a  pilot  program  providing  for the installation and use of
     4  video cameras and recording equipment in all marked police  vehicles  in
     5  five  precincts  of  the  police department of the city of New York. All
     6  such equipment shall be installed on or before December  31,  2011,  and
     7  shall  be used whenever the police vehicle is in use on or after January
     8  1, 2012. The commissioner of criminal justice services shall  promulgate
     9  any  rules and regulations necessary to implement the provisions of this

    10  section. Such  rules  and  regulations  shall  require  that  all  video
    11  recordings  shall  be maintained by the police department of the city of
    12  New York for not less than six months and  establish  minimum  standards
    13  for  the video cameras, recording equipment and magnetic media recording
    14  tapes to be used.
    15    § 2. This act shall take effect immediately and shall  expire  and  be
    16  deemed repealed December 31, 2014.
