        AN ACT to amend the executive law, in relation to withholding the gover-
          nor's salary after the April first budget deadline until a state budg-
          et has been passed
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 13 to
     2  read as follows:
     3    § 13. Compensation of the governor. In any year where prior  to  April
     4  first,  the  legislature fails to pass the bills, with or without amend-
     5  ments, submitted to it by the governor  pursuant  to  section  three  of
     6  article  seven of the constitution making appropriations and reappropri-
     7  ations for the support of the government, constituting the state budget,
     8  the governor's salary shall be withheld and not paid  until  such  bills
     9  are passed by the legislature.
    10    § 2. This act shall take effect immediately.
