        AN ACT to amend the election law, in relation to absentee voting
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  8-400 of the election law is amended by adding a
     2  new subdivision 11 to read as follows:
     3    11. Notwithstanding any other provision of law, a qualified  voter  in
     4  any  village,  town,  city,  or  school or fire district may vote in any
     5  special election, district election  or  local  referendum  by  absentee
     6  ballot pursuant to this section.
     7    §  2. This act shall take effect on the first of January next succeed-

     8  ing the date on which it shall have become a law.
