        AN ACT to amend the public health law, in relation to prohibiting  chil-
          dren  thirteen  years old and younger from body checking while partic-
          ipating in organized ice hockey
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Article 25 of the public health law is amended by adding a
     2  new title 7 to read as follows:
     3                                  TITLE VII
     4                                YOUTH SPORTS
     5  Section 2595. Prohibition of body checking in ice hockey.
     6    § 2595. Prohibition of body checking in ice hockey. 1.  (a)  No  child
     7  thirteen  years  old  or  younger  shall  engage  in body checking while
     8  participating in organized ice hockey; provided  however,  that  nothing
     9  within this section shall prohibit children thirteen years old and youn-
    10  ger  from playing, practicing, or otherwise participating in any form of
    11  ice hockey which does not involve body checking.
    12    (b) For the purposes of this section,  "organized  ice  hockey"  shall
    13  include  any practice, game or other activity which involves engaging in
    14  ice hockey and which is organized by  a  school,  adult,  or  public  or
    15  private  league  or  other  entity whose purpose is to allow children to
    16  participate in ice hockey.
    17    2. Any school, adult, or league or other entity whose  purpose  is  to
    18  allow  children  to participate in ice hockey, who allows children thir-
    19  teen years of age or younger to engage in body checking  while  playing,
    20  practicing,  or  otherwise  engaging in ice hockey shall be liable for a
    21  civil penalty under the provisions of title two of article one  of  this
    22  chapter.
    23    § 2. This act shall take effect immediately.
