          tee on Transportation
 
        AN  ACT  to amend the vehicle and traffic law and the state finance law,
          in relation to allowing for a fee for one license plate to  be  issued
          and displayed on the rear of a vehicle
 

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 3 of section 401 of the vehicle and traffic law
     2  is amended by adding a new paragraph a-1 to read as follows:
     3    a-1. Notwithstanding the provisions of paragraph a of this subdivision
     4  upon payment of an additional fee of fifty dollars, paid annually to the
     5  commissioner, the applicant, shall be issued and  receive  one  numbered
     6  plate to be displayed on the rear of the vehicle only.  All monies gath-
     7  ered  pursuant to this section shall be deposited exclusively in the New
     8  York state wireless telephone emergency account as prescribed in section
     9  ninety-seven-qq of the state finance law.  Whenever the term "plates" is

    10  used or referred to in this chapter, it shall be deemed to  include  one
    11  plate as provided in this paragraph.
    12    § 2. Section 97-qq of the state finance law is amended by adding a new
    13  subdivision 3 to read as follows:
    14    3.  All  monies gathered pursuant to subdivision three of section four
    15  hundred one of the vehicle and traffic law shall be deposited exclusive-
    16  ly in this account.
    17    § 3. This act shall take effect immediately.
