        Introduced  by M. of A. CRESPO, JAFFEE, SCHIMEL, PICHARDO, QUART, FINCH,
          LINARES, CAHILL, BRINDISI -- Multi-Sponsored by -- M. of A. GARBARINO,
          HOOPER, JOYNER, SEAWRIGHT -- read once and referred to  the  Committee
          on  Corporations,  Authorities  and  Commissions -- recommitted to the
          Committee on Corporations, Authorities and Commissions  in  accordance
          with  Assembly  Rule  3, sec. 2 -- committee discharged, bill amended,
          ordered reprinted as amended and recommitted to said committee
 
        AN ACT to amend the public authorities law, in relation to  establishing
          the school energy efficiency collaborative act of 2016
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Short title. This act shall be known and may  be  cited  as
     2  the "school energy efficiency collaborative act of 2016".
     3    §  2.  The  public  authorities law is amended by adding a new section
     4  1882 to read as follows:
     5    § 1882. School energy efficiency collaboration program. 1. The purpose
     6  of the school energy collaborative program shall be to reduce  redundan-
     7  cies, raise awareness and promote the efficient implementation of public
     8  school energy projects across New York state.
     9    2.  In  developing  this  multidisciplinary collaborative program, the
    10  authority shall work in partnership with the New York  power  authority,
    11  the Long Island power authority, the state education department, the New
    12  York association of school business officials, the New York state school
    13  boards association, energy service companies, utility programs and other
    14  school administrators.
    15    3. The authority shall serve as the lead agency in developing a colla-
    16  borative  program  by  November  first, two thousand seventeen and shall
    17  serve as the lead contact for all public schools interested in  pursuing
    18  energy efficiency projects.
    19    4. The collaborative program may provide support on:
    20    (a) developing the technical aspects of energy projects;

     1    (b) sharing case studies and other information on completed projects;
     2    (c) developing demonstrations;
     3    (d) providing training opportunities for building operators;
     4    (e)  providing  a comprehensive catalog of informational and financial
     5  resources available to schools pursuing energy projects; and
     6    (f) anything  else  the  collaborative  deems  to  be  appropriate  in
     7  furthering their purpose.
     8    5.  The  authority  shall provide all other collaborative members with
     9  updated information regarding the program for further distribution.  The
    10  state education department  may,  through  regular  communications  with
    11  school districts, promote the existence of the collaboration.
    12    § 3. This act shall take effect immediately.
